I am sorry not to have been able to send
you an earlier reply to your letter of the 21st May
about the Hong Kong Eugenics League.
It seems to us that it could be argued that
the omission of all words after the word "babies" in
the draft advertisement might be misleading end give
the public quite an erroneous
impression as to the
nature of the advice that was actually being tendered.
The question has been accordingly examined
in the light of practice in this country, and we
understand that the policy of the Government here is
to leave it to the discretion of the local authorities
how far the publicly advertised purposes of the
National Birth Control Association could be allowed
to be pursued at public health centres. It seems to
